& have spent On February 5, 2020, the general office of the ministry of commerce issued the notice on helping foreign trade enterprises to cope with the epidemic and overcome difficulties to reduce losses, requiring all provinces, autonomous regions, municipalities directly under the central government, cities under separate state planning and the competent commercial departments of the xinjiang production and construction corps to issue targeted measures to reduce losses of foreign trade enterprises.

At present, the outbreak of pneumonia caused by the new coronavirus infection in China has brought difficulties to the normal production and operation of foreign trade enterprises in China. To resolutely implement the central committee and the State Council decision deployment, actively do a good job in outbreak response to help reduce the economic loss, safeguard the legitimate rights and interests of enterprises, the Ministry of Commerce to guide textile, light industry, minmetals, dirt, mechanical and electrical, medical care and other six chamber of commerce to issue a certificate of force majeure, legal consultation, coordination and docking of supply and demand of exhibition, and other related services. The relevant matters are hereby notified as follows:

1. The Chambers of commerce shall assist enterprises in need to provide free evidence of force majeure for failure to deliver the goods on time due to the epidemic;

2. Chambers of commerce will provide necessary legal and information services to enterprises in response to trade restrictions arising from the outbreak;

3. The Chambers of commerce will coordinate with domestic and foreign exhibition organizations to help enterprises unable to go abroad due to the epidemic properly deal with the paid expenses and other related issues;

4. The Chambers of commerce will strengthen communication with enterprises and local governments, share information on products and services in a timely manner, and build Bridges between supply and demand.

All local competent commercial departments should unify their thinking, improve their positions, fully realize the importance of helping foreign trade enterprises to deal with the epidemic, take active actions, take the initiative, spare no efforts to solve the problems for the enterprises, and report the related problems in time. The ministry of commerce will resolutely implement the decisions and arrangements made by the CPC central committee and the state council, and work with local competent commercial departments, Chambers of commerce for importers and exporters and foreign trade enterprises to overcome the difficulties, resolutely win the fight against and control of the epidemic, and strive to stabilize foreign trade.
