I. The completed railway in Guangxi

Guangxi currently has a total railway mileage of about 5,200 kilometers (including 1,800 kilometers of high-speed rail and express railways), and basically forms a railway transportation hub mainly composed of Nanning, Liuzhou and Guilin.

The completed speed railways mainly include: Xianggui Line, Qiangui Line, Nankun Line, Jiaoliu Line, Lizhan Line, Liqin Line, Yizhan Line, Southern Defense Line, Qinbei Line, Yutie Line, Tianjing Line Wait. Except for Yizhan Line, Xianggui Line, Hengyang to Liuzhou Section and Nanning to Pingxiang Section, electrification has been achieved (or under construction). In addition, the Guizhou-Luchuan section of the Li-Zhan Railway has started operation of EMUs.

For high-speed railways, at the end of 2013, Hengliu, Liunan Passenger Railway and the Guangxi Coastal Intercity Railway (Nanqin, Qinbei, Qinfang) were opened at the same time. At the end of 2016, three provincial-level high-speed railways including the Nankun Passenger College were opened one after another. The total mileage of high-speed and express trains in the zone is 1,769 kilometers, temporarily ranking 9th in the country.

2. Overview of Guangxi Railway Construction and Planning

According to the latest "Thirteenth Five-Year Plan" (2016-2020) railway planning and "Long-term and long-term railway network planning" (2016-2030), the planned railways in Guangxi are shown below.

In the 13th Five-Year Plan, there are only four projects including the Guinan High-speed Railway and Jiaoliu Railway Electrification, the Nanning to Chongzuo Section of the Xianggui Railway and the Fangchenggang to Dongxing Section. It has not yet started, and it is estimated that it will continue to be delayed with the start of the Nanchong High-speed Railway.

Medium and long-term planning projects include Liushao, Liuguang, Huangbai, Tamarix, Baise to Hechi, Yungui along the border, Huaigui, Jingxi to Longbang railway, and Nankun, Qiangui, Xianggui, Yizhan railway expansion and reconstruction Works, etc.

Projects under construction

& ldquo; Thirteenth Five-Year Plan & rdquo; The South-Kunming Passenger Railway Project has been completed and opened to traffic; the Zhan-Zhan Railway was held at the end of 2015 only due to the continuous improvement of construction standards, and the actual construction did not start. The work has been halted since 2012 and is expected to resume in the near future.

At present, the five major projects under construction, the South-South Jade High-speed Railway and the South Chong High-speed Railway, have not entered the national medium and long-term planning, and are only self-funded and self-built by the model of the intercity railway. After this round of construction, by 2023, all prefecture-level cities in Guangxi will have high-speed rail access.

1. Guinan High Speed ​​Rail: The Guinan High Speed ​​Rail is an important part of the Baohai Passage in China's "eight vertical and eight horizontal" high-speed railway network. The design speed is 350 kilometers per hour, and the total length of the line is 482 kilometers, of which 282 kilometers are in the Guangxi section.

The line starts from Longli North Station of Guiyang Junction and ends at Nanning East Station of Nanning Junction. There are 7 stations around Guangxi, Hechi, Yong'an, Du'an, Mashan, Nanning North (Wuming) and Nanning East. Construction started in December 2017 and is expected to be completed and open to traffic in December 2023.

2. Nanyu High-speed Railway: Nanyu High-speed Railway is a section of the Nanshen High-speed Railway. It is the first high-speed railway with a speed of 350 kilometers per hour independently built by Guangxi. The construction plan of the Intercity Railway Construction in the Northwest Gulf Economic Zone (2019-2023) approved by the National Development and Reform Commission at the end of 2018 was approved for construction. The main line is 193 kilometers in length, with 6 stations including Nanning East, Wuhe, Liujing, Hengxian, Xingye South, and Yulin North.

The Yulin Liangmu Tunnel of the project's initial start-up section was started in March last year, and the entire construction bidding was completed in December last year. The construction unit has now fully entered the site for a construction period of 4 years.

3. South Chong High Speed ​​Rail: It is the first inter-city railway invested and constructed in Guangxi with a total length of 119 kilometers and a design speed of 250 kilometers per hour. After completion, it will end the history of the Chongzuo non-passable high-speed railway and will achieve the airspace of Nanning Wujing Airport. Iron seamless transfer. From the Nanning Station in the Nanning Junction in the east, pass Wujing Airport, Fusui South, Qujiu Station (reserved) to Chongzuo South Station. The project started construction in 2018 and is scheduled to be opened to traffic by the end of 2022.

4. Fangdong Railway: It is from the Fangchenggang North Station and Fangchenggang Station of the Qinfang Railway. After passing the West Bay, it passes Jiangping Town to Dongxing Station, and Jiangshan Peninsula Station is reserved. The length of the main line is 47km and the design speed is 200km / h. Construction has begun at the end of 2018 with a planned construction period of 3 years. Affected by the change of the control project Xiwan Cross-sea Bridge to a public-railway joint construction plan, the construction period is expected to be delayed. After the completion of this line, it will be connected to the planned Vietnam Hanoi-Haiphong-Mangjie railway, and it will be an important part of the China-ASEAN South Corridor.

5. Jiaoliu Railway electrification: The electrification reconstruction project of Huaihua to Liuzhou section of Jiaoliu Railway is 401.1 kilometers in total, of which 268 kilometers in Guangxi section. The content of the reconstruction is to set up an electric contact network above the existing lines, restructure the level crossings into traffic, as well as station reconstruction, disease treatment, and station signal reconstruction. The Guangxi section will also build a new Rong'an railway station, and simultaneously implement the re-routing project of Rong'an County. On October 18, 2019, the project officially entered the wiring phase, and it is planned to be completed and opened to traffic by the end of 2020.

Recent planning and construction projects

Guangxi's recent (before the end of 2020) plans to start projects include the Hezhan High-speed Railway, the Huangbai Railway, the Liuzhou Junction Expansion and Reconstruction Project, and the resumption of the Rozen Railway.

1. Hezhan High-speed Railway: The Hepu-Zhanjiang Railway started around 2013, and a groundbreaking ceremony was also held, so it was marked as a project under construction in the "Thirteenth Five-Year Plan". During the period, the line standard was adjusted several times: from the originally planned 200-speed passenger-cargo common line railway standard, to 2016 to 250-speed passenger-only railway, and in 2018 to 350-speed high-speed railway.

This line is an important section of the Baohai high-speed railway channel and the coastal passenger special line, and it is also an intercity backbone line in the Beibu Gulf area. The main line has a total length of 142 kilometers (64 kilometers in the Guangxi section). There are 6 stations in the whole line including Hepu, Beihaibei, Shankou, Lianjiangnan, Suixinan, and Zhanjiangxi.

The project passed the adjustment feasibility study review of the Railway Corporation at the end of May 2019, and is currently carrying out feasibility studies and other preparatory work for social stability risk assessment. As a key railway project in Guangxi, construction was originally planned to begin at the end of 2019.

2. The Huangbai Railway: The Huangtong to Baise Railway is a key construction project in the planning of the new land and sea corridor in the west in 2019, so it has been adjusted from medium to long-term planning to recent construction. It is planned to be a national railway Ⅰ-level double-line electrified railway with a design speed of 160 kilometers per hour and a total length of about 302 kilometers, of which 132 kilometers is in the Guangxi section. It is a regional trunk railway with freight as the main and passenger and freight lines.

Starting from Shanghai-Kunming Railway Huangtong Station, connecting with Longhuang Railway, heading south through Zhenning, Ziyun, Wangmo across the Hongshui River to Guangxi, via Leye and Lingyun, finally the Nankun Railway Baise Station. The pre-review meeting of the project feasibility report was held in Nanning in September 2019.

3. Liuzhou Junction Expansion and Reconstruction Project: Including the second-line project of the Xiangjiang-Guizhou Railway from Jiangjiang to Qingmao and the third-line and fourth-line project of Qingmao to Liuzhou West, the project feasibility study report has been prepared. After the expansion and reconstruction of the project is completed, the passenger-cargo split line operation with the Hengliu high-speed railway line will be realized, which will further increase the transportation capacity of Minjiang to the west of Liuzhou.

4. Luocen Railway: It is a national passenger-cargo freight line of the National Railway. It starts from Luoding Station of Chunluo Regional Railway in the east and connects with Cenxi Station of Luozhan Railway in the west. Construction of the Cenluo Railway started in May 2010, but due to poor management of the construction unit and the breakage of the capital chain, construction was suspended in February 2012, becoming the "Land-tail Railway".

In March 2019, the Cenluo Railway was clearly listed in the Guangdong-Hong Kong-Macao Greater Bay Area transportation infrastructure construction plan, and it was included in the list of Guangxi's annual key construction projects in early 2020. Construction is expected to restart during the year.

Medium and long-term planning and construction projects

Medium and long-term planning projects refer to projects planned and constructed during 2021-2030. The Guangxi Development and Reform Commission issued the "Guangxi Railway Construction" Thirteenth Five-Year Plan "(revision) at the end of 2018, clearly establishing the" vertical and five-horizontal "mainline railway network. Compared with national plans, Nanning to Hengyang, Nanning to Hepu, Nanning via Yulin to Shenzhen at a speed of 350 kilometers per hour, and Hechi to Liuzhou to Hezhou, Liuzhou to Sanjiang, Yulin to Beihai and other intercity railways were cancelled, and the Baise to Hechi railway plan was cancelled.


However, in the "Guangxi Zhuang Autonomous Region Inter-city Railway Network Plan" reported by Guangxi at the end of 2018, the National Development and Reform Commission directly approved it as "Guangxi Beibu Gulf Economic Zone Inter-city Railway Construction Plan (2019-2023)" and clearly defined the recent construction of Nanchong and South Yu 2 lines, the remaining lines will start in time after the long-term conditions are mature. Therefore, other planning projects are currently only possible after 2023.

1. Liuguang Railway: Like the Huangbai Railway, it was also planned during the "Eleventh Five-Year Plan" period. Its predecessors were Liuzhao Railway and Liuwu Railway. The project is also a key project in Guangxi's "Implementation Plan for the Construction of the Key Railway Project for the Western Land, Sea and New Channel (2019 & mdash; 2021)" in May 2019. It is planned to be a National Railway Ⅰ-level double-line electrified railway with a design speed of 160 kilometers per hour and a total length of about 445 kilometers, of which 252 kilometers in the Guangxi section. Scheme research work has been completed.

According to the pre-feasibility study plan of the Fourth Railway Institute, the recommended route of the line is to lead from Liuzhou Junde Station, pass through Guangxi Xiangzhou, Wuxuan, Pingnan, and Tengxian, and merge with the South-Guangzhou Railway Wuzhou South Station and enter Guangdong. Kai, Deqing, Zhaoqing and Sihui were introduced to the Guangzhou hub after being connected to the Guanzhu Station of the Guangzhou-Zhuhai Railway.

2. Nanshen High-speed Railway: The Yulin-Shenzhen section of the Nanshen High-speed Railway has carried out preliminary scheme research along with the Nanyu section. The initial plan starts from Yulin North Station, passes through Rong County, Cenxi, Luoding to the Pearl River Delta Airport Station and connects with the Guangzhou-Zhanjiang High Speed ​​Rail, then passes Jiangmen, Zhuhai to Shenzhen. The Guangdong Pearl River Delta Airport to Jiangmen section has been included in the recent construction plan. Due to the currently completed Nanning-Guangzhou railway and the upcoming Guangzhan and Hezhan high-speed railways between Guangshen and Nanning, the current necessity of the Nanshen high-speed railway construction is insufficient. The timing of the construction of the Yulin to Pearl River Delta Airport section remains to be studied.

3. Nanheng High Speed ​​Rail: Nanning passes Guilin to Hengyang High Speed ​​Rail, with a total length of 662 kilometers and a speed of 350 kilometers per hour. This project is a new high-speed rail out-of-province project proposed by Guangxi in 2018, which can solve the problem of insufficient speed and long time of the high-speed rail passage from Nanning to Beijing and Shanghai. The project is advancing quickly, and the feasibility study review was completed in December last year. However, Guangxi will start the speed-up reconstruction project of the Hengliu Railway earlier this year. Therefore, the necessity of the recent construction of the project seems inadequate and there is no construction plan in Hunan. Unless Guangxi's independent investment and construction progress can be accelerated.

4. Huaigui-Zhan High-speed Rail: The Huaihua-Guilin section has been included in the national medium and long-term plan, and the Guilin-Zhanjiang section has not been included. The China Railway First Hospital carried out the project feasibility study in 2018, with a total length of 748 kilometers, 488 kilometers in the Guangxi section, and the Guangxi section is the construction leader. Due to the large investment and few economic bases, the possibility of construction in the near future is not high. The specific situation depends on the "14th Five-Year Plan". Moreover, the current official information in Guangxi has rarely mentioned the Huaiguizhan high-speed rail, but has instead accelerated the promotion of the Nanheng high-speed rail.

5. Liuzhou to Hezhou, Hechi, Sanjiang Intercity Railway: The Liuzhou to Hezhou Intercity Railway project completed the preparation and review of the feasibility study report in March 2018. According to the recommended plan, the entire line is located at the stations of Pandan North, Liuzhou East, Luzhai South, Jinxiu (Tou Pai), Mengshan, Zhaoping, Huangyao, and Hezhou, with a total length of 236 kilometers.

The Liuzhou to Hechi intercity railway recommendation scheme is derived from Guinan High-speed Railway Hechi Station and passes through Yizhou South and Bailian Airport to the planned Liuzhou East Station. The total length is 163.5 kilometers and the speed is 250 kilometers per hour. The project has carried out planning research work around 2017, and no significant progress has been made so far.
The Liuzhou-Sanjiang Intercity Railway is also a feasibility study and preliminary line survey started in 2017. The planned main line is 237.8km in length. The whole line will be located in Sanjiangnan, Rong'an East, Rongshui South, Liucheng East, Liudong New District, and Bailian Airport. Stations.

6. Liushao Railway: Liushao Railway has a total length of about 520 kilometers. It starts from Liuzhou, Guangxi, passes Hezhou, Lianzhou, Guangdong, and finally connects Beijing-Guangzhou and Ganshao Railways. At present, Guangxi and Guangdong provinces have not reached agreement on line standards and functional positioning. The Guangxi side planned and studied the passenger dedicated line scheme at the end of 2016. This plan needs to be considered with the Liuhe Intercity Railway. According to the national medium and long-term plan, it should be the national railway single-level electrified railway standard.

7. Yanliu Railway: Chongqing City issued a tender for the study of the Liuliu Railway construction plan in May 2019. It was derived from Wansheng South Station of the 30,000 Railway, and passed through Zunyi City, Tongren City, and Qiandongnan Prefecture of Guizhou, and joined in Sanjiang County, Guangxi. Jiaoliu Railway. In the national and Guangxi planning, the connection point of the Guangxi section is the Jinchengjiang Station on the Guizhou-Guizhou Line, so the specific direction and setting of the line still need to be coordinated by the three provinces and cities to determine.

8. Yunnan-Guizhou Border Railway: It is a key railway project for the new land-sea corridor in western Guangxi. It started in Fangchenggang City, passed Shangsi, Chongzuo, Daxin, Jingxi, Napo counties, and finally Wenshan Prefecture, Yunnan Province. The project is National Railway Grade I, single line, electrified, with a technical standard of 160 km / h and a total length of 643 km (431 km in Guangxi section). The Guangxi section has completed the feasibility study review in December 2017.

9, Qiangui, Nankun, Xianggui and other railway capacity expansion and transformation: all in Guangxi in May 2019, "Western Land and Sea New Channel Key Railway Project Construction Implementation Plan (2019 & mdash; 2021)" projects, the planning requirements are in 2021 Construction conditions will be reached before the end of the year.

The second line of the Baise-Weishe section of the Nankun Railway was built at a speed of 120 kilometers per hour and a total length of 286 kilometers (135 kilometers in the Guangxi section). The feasibility study has been completed. The capacity expansion and reconstruction project of the Guizhou-Guizhou Railway has a speed of 160 kilometers per hour and a total length of 482 kilometers (266 kilometers in the Guangxi section). This line is one of the main corridors of the new land-sea corridor in the west. The capacity expansion and reconstruction project of the Nanning to Pingxiang section of the Xianggui Line and the capacity expansion and reconstruction project of the Qinzhou to Fangchenggang section of the coastal railway are currently in the process of starting the national railway group.

10. Nanning to Hepu high-speed rail: It is a new planned project for Guangxi in 2018, which is proposed at the same time as Nanheng high-speed rail. The goal is to form a new 350 high-speed rail exit from Nanning to Hepu to Zhanjiang in the future. The project released a pre-feasibility study tender in August 2019, with a total length of 172 kilometers. Like the Nanheng High-speed Railway, due to the far-saturated traffic volume of the existing line and the delay in the commencement of the construction of the Hezhan High-speed Railway, the construction of this line in the near future (before 2025) is unlikely.

11. Baise to Xingyi Passenger College: It is the same batch of projects as Nanheng and Nanhe High-speed Railway, and a feasibility study tender was released in August 2019. The project connects the Xingyi South Station of Panxingke College in Guizhou with the Baise Station of Nankun Passenger College, with a total length of 227 kilometers (201 kilometers in Guangxi section).
